Dear Residents,
Last week, I had the privilege of meeting with our area State Representatives and State Senator as part of outreach through BACOG (Barrington Area Council of Governments).
South Barrington is a member of BACOG, which facilitated an in-person meeting with Representative Martin Mclaughlin and State Senator Darby Hills and a Zoom meeting with Representative Nabeela Syed.
We met as a group of leaders to express some of our priorities which are:
1. Protecting Local Government Revenues regarding pensions, unfunded mandates, and a return of local revenue;
2. Supporting Regional Public Transit to reflect the interests of residents across the region, and strengthening the RTA to achieve regional cooperation, and ensuring local government officials have a voice on transit governing boards and safeguarding local control over local development decisions;
3. Respecting and empowering local elected decision makers by expanding permitted use of Township general assistance funds to meet communities’ needs and reconsidering solar legislation to provide local governments with greater oversight and conditional control of solar farms within their respective jurisdictional planning areas.
We also asked them not to support several bills being worked on, one of which would contradict our zoning ordinances and provide a right to build a muti-unit building on a lot within a single-family neighborhood. We believe zoning decisions should stay within local municipalities, and we conveyed this position to our state officials.

Jade Estates Groundbreaking
One of the most exciting parts of serving as mayor in our community is the opportunity to attend groundbreakings and see progress happen in real time.
The most recent groundbreaking was Wednesday, April 23rd for Jade Estates, which will be located on over 15 acres of land at the intersection of Mudhank and Freeman Roads.
Initial plans were first presented to the Village’s Plan Commission in July of 2023, and since then, this development has gone through a series of modifications to make the development an even more attractive project. The project even went through a name change!
The development will feature 22 custom homes being built on the land. We are excited to welcome new families who will make their home in our community. 2025 Road Program
Road construction in our Village is expected to begin on April 28th.
The Village has selected Builders Paving, LLC of Hillside, IL for the 20205 Road Paving Program. Paving operations will be performed in the following subdivisions, which include the following streets:
- Bridlewood Subdivision: Bridlewood Trail, Foxshire Court, and Squire Court
- Forest-Knoll Subdivision: Forest Lane, and Knolling Court
- Easting Way Subdivision: Eastings Way Entrance at Algonquin Road (IL 62)
This 1.6-mile resurfacing project is part of the Village’s continued efforts to improve the infrastructure throughout the community and is funded by local funds provided by the Village of South Barrington.
In accordance with Village Code, normal construction working hours are from 7:00 a.m. to 7:00 p.m. Monday through Friday and from 8:00 a.m. to 7:00 p.m. on Saturdays. In addition, a special permit was given to start the spray process at 5 am for 2 or 3 of the days as a means of preventing the sprayed material from being tracked onto driveways by vehicles and into homes by pedestrians. The intent is to have the spraying completed before there is much other activity. We expect the road project to be completed by the beginning of June.
During construction hours, only one travel lane will be open, and temporary road closures will occur to accommodate moving construction equipment. There will be no detour routes and access to residential driveways will be maintained unless the concrete curb and gutter crossing the driveway entrance is being removed. Residents will receive a 48-hour notice if this is scheduled for their driveway entrance. Please plan for extra travel time during the construction process. Finally, construction noise will be present throughout the construction period. If inclement weather occurs, the project will be extended for completion.
Parkway Tree Planting
The latest project for our Tree Removal & Replacement Program was the planting of 37 new trees in the Village parkways this past week.
JSV Nursery and Landscaping spearheaded the planting, which took 2 days to complete. The new trees were placed where previous dead trees had been removed or in new areas. If the tree in your parkway appears to be dead, please reach out to Ryan Murphy at the Village, 847-381-7510 after June 30th.
Reported trees are evaluated, and if eligible, added to the master removal list.
As a reminder I would like to extend an invitation to join us Tuesday, April 29th at 2:00 pm, as we mark Arbor Day in the Village honoring the planting of a Spring Snow Crabapple Tree in the Conservancy. By planting a tree each year and celebrating Arbor Day we honor our commitment to being recognized as a Tree City USA. We invite you to attend and stay for light refreshments commemorating the event.
Rental Licenses
If you are renting or are offering the rental of any part of your South Barrington home, you are required to have a valid South Barrington Rental License.
Licenses are valid for one year and expire March 31. Please note rentals must be for a minimum of 4 months. Rental License Applications are available here. Submit the required application, supporting documents, and fees to the Village before May 1st to avoid penalties.

Hydrant Flushing
As I mentioned last week, the Village has a planned hydrant flushing for the municipal areas beginning next week, April 28th – May 2nd.
The municipal water service area includes The Arboretum, Regency, Woods, Village Enclave, and Revere Court. Hydrant flushing is a semi-annual process to check hydrant operation and flush the water lines.
