Mayor’s Message August 28, 2026

  • Posted by Makayla Terfehn
  • On August 28, 2026

Dear Residents,

The TIF Joint Review Board recently met and approved the Village of South Barrington’s proposed Higgins Corridor Redevelopment Project Area redevelopment plan and the use of tax increment financing to support revitalization.

The Joint Review Board, which includes representatives of the local taxing districts that levy property taxes within the proposed redevelopment area, a Village representative, and a public member, met on August 24, 2026, and reviewed the proposed redevelopment plan, eligibility report, supporting planning documents, and proposed ordinances.

The Board found the proposed Higgins Corridor Redevelopment Project Area satisfies the eligibility requirements of the Illinois Tax Increment Allocation Redevelopment Act. The redevelopment area includes the former Allstate property and neighboring office properties along the Higgins Road corridor.

The proposed TIF district is intended to help provide the infrastructure, utilities, planning, and other improvements necessary to encourage productive reuse of the former Allstate site, strengthen surrounding commercial properties, support new private investment, and preserve and expand the tax base for the Village and all overlapping taxing districts.

The Village will next conduct the required public hearing, receive additional public input, and consider whether to approve the redevelopment plan. We welcome area residents to attend these public meetings. We have and will continue to deliver on our commitment to transparency.

DOCUMENT DESTRUCTION EVENT
The threat of identity theft is ever present which is why the Village continues to host an Annual Document Destruction Event.

Join us Saturday, September 5, from 9:00 a.m. to 12:00 p.m. behind Village Hall and safely dispose your sensitive documents. Residents are invited to safely dispose of up to six file boxes or paper grocery bags of documents containing personal information.

Acceptable documents include medical forms, bank statements, retired tax records, financial planning documents, and other paperwork containing personal information.

Volunteers Needed: The Village is also seeking volunteers to assist with the event. If you or someone you know is interested in volunteering, please contact Makayla at mterfehn@southbarrington.org to reserve a spot. Volunteer hours may be applied toward required service hours.

For additional information, please visit the SWANCC website HERE

IL RTE. 59 STORMWATER DRAINAGE PROJECT
The region’s stormwater drainage is getting a major upgrade. The IL Route 59 Stormwater Drainage Project officially broke ground on August 18, a project which will greatly diminish the chronic flooding and numerous road closures due to stormwater residents have experienced over the years.

The project includes the replacement of a failed stormwater pipe beneath IL Route 59, along with the installation of downstream stormwater conveyance systems.

While this project isn’t located in South Barrington, we know many of our residents have experienced the frustration of detours and road closures caused by flooding in neighboring communities. We’re proud to support this important project and our neighboring communities as they work toward long-term stormwater solutions.

IMPORTANT CLOSURE AND DETOUR INFORMATION

  • Closure Dates: now through September 15, 2026. IL Rte.59 will be closed for 34 days from Cuba Road to IL Rte. 22.

Detour Route: IL Rte.59 to Cuba Rd. to Ela Rd. to IL Rte. 12 to IL Rte. 22, see map below.
